Abstract
| Flood is among the major spatial and temporal disasters happening in different parts of the world. In Vietnam, provinces located in lower basin of Dong Nai – Sai Gon River especially Ho Chi Minh City are in constant threat of flood. Real time flood early warning system plays a vital role for decision making to prevent flooding in order to avoid loss of life and damage of property. In this study, a real time flood early warning system was developed to be to be employed in predicting flood in Dong Nai – Sai Gon river’s lower basin.<br> The two main objectives of the developed system is to serve 1) as information channel for flooding between the involved authorities and experts to enhance their responsibilities and collaboration and 2) design a decision support system (DSS) for optimize reservoir operation and flood risk management.<br> Pilot test was conducted for catchment Dau Tieng reservoir and its downstream areas. This pilot test forecasts were conducted for parts of 2014 and 2017 with rainfall data from two different sources of global GPN rainfall data from satellite observations and second set using the real time ground data and forecasted data obtained from the HCMC Hydro-met office. The software used is MIKE Customised which consist of three packages of The MIKE FLOOD suite, MIKE 11 enterprise and MIKE Hydro basin. Completion of this pilot test facilitated to achieve the transfer of the new computation technologies for MIKE Customised in which staff trained can configure and operate the decision support system. The similar technological approach can be applied to other cities which are vulnerable to flooding and other disasters like earthquake, drought and landslides not only in Vietnam but also other developing countries |
