Drought is known as one of the most complex and profound natural disasters, which affects lives and the environment in a large region for a considerable amount of time. However, real-time measuring and monitoring of full impacts of drought is complicated. There have been growing efforts in developing drought indicators and drought risk assessment frameworks. However, most indicators currently in use are only based on meteo-hydrological variables, not appropriately linked to impacts, which are varying between water users. Water is used by every sector, hence addressing droughts requires a cross-disciplinary approach in which different government agencies at multiple levels are involved. Good governance is essential and requires adaptive governance capacity, which promotes institutional dynamics to integrate flexibility, resilience and continuous learning in response to climate uncertainties. Furthermore, it is important that decision makers are informed of economic efficiency of different water uses to set water allocation priorities among them to reduce social and economic damage during droughts.
